On the morning of March 5th, the opening meeting of the third session of the 14th National People's Congress was held at the Great Hall of the People in Beijing. Premier Li Qiang, on behalf of the State Council, presented the government work report to the assembly.
The report outlined that the tasks for economic and social development this year are exceptionally demanding. We must focus on key areas and grasp critical points, emphasizing ten major tasks. Among these, several specific tasks pertain to the construction industry, warranting attention from the sector.
1、Expand high-level opening-up and actively stabilize foreign trade and investment.
Promote the deep and solid advancement of high-quality co-construction of the "Belt and Road" initiative. Coordinate the promotion of major landmark projects and the construction of "small yet beautiful" livelihood projects, forming a batch of demonstrative cooperative achievements. Accelerate the construction of the new western land-sea corridor.
2、Effectively prevent and resolve risks in key areas, firmly holding the bottom line against systemic risks.
Continue efforts to stabilize the real estate market and halt its decline. Adjust restrictive measures according to city-specific policies, intensify the renovation of urban villages and dilapidated houses, fully unleashing the potential demand for rigid and improved housing. Optimize urban spatial structures and land use methods, reasonably control the supply of new real estate land. Revitalize existing land and commercial office spaces, promote the acquisition of existing commercial housing, granting city governments greater autonomy in acquisition entities, prices, and usage. Broaden the scope of re-lending for affordable housing. Leverage the real estate financing coordination mechanism, continue to ensure the delivery of houses, effectively prevent real estate enterprise debt default risks. Orderly establish relevant foundational systems, accelerate the construction of a new model for real estate development. Adapt to the people's need for high-quality living, improve standards and norms, promote the construction of safe, comfortable, green, and intelligent "good houses".
3、Focus on the work related to agriculture, rural areas, and farmers, deeply promote the comprehensive revitalization of rural areas.
Strengthen follow-up support for relocation, expand the scale of work-for-relief. Continuously improve rural infrastructure, public services, and living environments, build livable, workable, and beautiful villages.
4、Promote new urbanization and coordinated regional development, further optimize the spatial layout of development.
Improve the implementation mechanism of the regional coordinated development strategy, adhere to a people-oriented approach to enhance the quality of urbanization, build a regional economic layout and territorial space system with complementary advantages. Accelerate the improvement of infrastructure and public services in county towns, vigorously develop county economies, enhance the integration level of urban and rural planning, construction, and governance. Develop modern metropolitan areas, elevate the modern governance level of mega and large cities, promote the coordinated development of large, medium, small cities, and small towns. Continuously advance urban renewal and the renovation of old urban residential areas, coordinate the redevelopment of inefficient urban land, accelerate the improvement of urban flood control and drainage systems, strengthen the construction and coordinated management of gas, water supply, drainage, heating, underground utility tunnels, etc. Develop digital, intelligent infrastructure, improve barrier-free and age-friendly supporting facilities, enhance comprehensive community service functions, create livable, resilient, and smart cities. Deeply implement strategies for the western development, comprehensive revitalization of the northeast, accelerated rise of the central region, and accelerated modernization of the eastern region. High-standard and high-quality advance the construction of the Xiong'an New Area. Promote the deep and solid advancement of the Chengdu-Chongqing economic circle construction.
5、Coordinately promote carbon reduction, pollution control, green expansion, and growth, accelerate the comprehensive green transformation of economic and social development.
Continue to deeply advance the battles for blue skies, clear waters, and clean lands. Comprehensively promote the construction of a natural protected area system with national parks as the main body, achieve significant results in the landmark battles of the "Three Norths" project. Actively promote the construction of pilot zones for a beautiful China, continuously meet the people's new expectations for a good ecological environment. Deeply implement demonstration projects for green and low-carbon advanced technologies, cultivate new growth points such as green buildings. Effectively control high-energy-consuming projects. Solidly carry out the second batch of national carbon peak pilots, establish a batch of zero-carbon parks and zero-carbon factories. Accelerate the construction of new energy bases in desert, Gobi, and wasteland areas.
